The second phase project of the Hailong Group, including the liquid coating production line and the pipe research institute, was started in May 2010 and completed in June 2012. The environmental protection acceptance has passed the preliminary environmental assessment, follow-up environmental assessment, trial production acceptance stage, environmental equipment capability assessment, and on-site environmental monitoring. It has now entered the completion acceptance. According to the requirements of the Shanghai Environmental Protection Bureau, the project completion acceptance needs to be publicized on the company's official website. Project Overview: This project will expand a set of 30,000 tons / year liquid coating production line and petroleum pipe research institute in the factory area of No. 1825, Luodong Road, Baoshan Industrial Park. Construction was started in May 2010 and completed in June 2012. The total investment of the project is about 35 million yuan, of which about 1.5 million yuan is invested in environmental protection, including a set of activated carbon adsorption device and a set of filter cartridge + activated carbon adsorption device. Annual consumption of main raw materials of coatings: synthetic resins, paints, auxiliary materials, coatings and other products containing flammable solvents [closed cup flash point ≤60 ° C] (1000 tons of acrylic resin coatings, 1,000 tons of alkyd resin coatings, epoxy resins 1,200 tons of resin coating, 800 tons of polyurethane resin coating, and 200 tons of thinner for coating). At the same time, the existing oil drill pipe production line grinding dust, anti-corrosion processing line spraying exhaust gas, and the noise of the PE production line have taken new and old measures.

Implementation of environmental protection measures:

1. Wastewater treatment measures

The indirect cooling water and direct cooling water in the production process are both recycled and not discharged. The domestic sewage is included in the sewage pipe network of the park and finally discharged into the Shidongkou Sewage Plant for treatment. According to the water quality test report of the drainage test 2015.12.28, the total wastewater discharge The emission concentration of all pollution factors in the population met the standards.

2. Waste gas treatment measures

The liquid coating production line is equipped with two sets of exhaust gas treatment systems. The total capacity of the exhaust gas treatment is 38000m3 / h. The total exhaust gas emissions are 76 million standard cubic meters per year. The pollution factor is xylene and non-methane total hydrocarbons. The total xylene emissions It is 3.8 tons / year, and the total non-methane hydrocarbon emissions are 7.6 tons / year.

According to the three simultaneous completion and acceptance exhaust gas monitoring report 2016.06.15, after the organic waste gas of the liquid coating production line was treated by the activated carbon adsorption device, the benzene and non-methane total hydrocarbons were discharged up to the standard, and the height of the exhaust cylinder was 16m. Taking the old condition of the new belt: after the organic waste gas sprayed from the anticorrosive production line in the pipeline is treated by the water curtain purification and adsorption device, the benzene series and non-methane total hydrocarbons are discharged up to the standard, and the height of the exhaust cylinder is 16m. 3. Noise control measures

It mainly comes from the operating noise of various mechanical equipment, aerodynamic noise such as fans and air compressors, and the source intensity is about 75-85dB (A); the instantaneous high-decibel metal impact sound generated by the steel pipe loading and unloading collision, about 90dB ( A). The company selects low-noise equipment to control noise pollution from the source, and adopts measures such as installing vibration damping pads or damping shock absorbers on the equipment base, installing mufflers on wind fans, and bundling air ducts. In addition, the reasonable layout of workshop equipment also to a certain extent Reduced impact on the external acoustic environment. Aiming at the sound of metal impact, heavier twine ropes are wound at both ends and in the middle of the incoming steel pipe, and on-site management and workers' standard operations are strengthened during the loading and unloading of the steel pipe to minimize the noise source unique to this type of steel pipe processing. The closest to the factory boundary in the production base are the A plant and the B / C plant. During the trial operation of the second phase of the plant, the noise reduction felt has been used to reduce the noise on the outer wall of the transmission pipeline, which effectively reduces the noise. The largest noise source measured in the workshop, thereby reducing the risk of exceeding the sound environment of the western plant boundary. The production noise in the B / C factory building is mainly mitigated by the reasonable layout of the production line to reduce the acoustic environmental impact on the southern plant boundary. Mechanical equipment such as drilling garages, drilling machines, pipe end processing, and shot blasting are mainly deployed in the north and west, and the south There are mainly heat treatment lines and inspection lines. 4. Solid waste treatment measures

The coating waste, waste activated carbon (other waste), and waste packaging barrels produced by the Shanghai Hailong Saineng New Material Co., Ltd. liquid coating production line were entrusted to Shanghai Changying Environmental Service Co., Ltd. for details. "Industrial waste treatment contract"; a hazardous waste storage tank is set up in the factory area, and the filter residue and waste activated carbon are barreled and placed in a special storage area for hazardous waste storage. Hazardous waste storage is located in the east of the production base (near the reserved Class A warehouse 3). It is set up against the east wall. It is a single-storey rectangular building with an area of about 80m2. A 1m3 accident pool is set up outside the hazardous waste storage warehouse, which is used as an emergency collection pool in the event of leakage of hazardous waste.

5. Groundwater treatment measures

Floors and underground structures (such as pools, emergency collection ponds, etc.) have adopted anti-seepage measures, mainly for the ground hardening of reinforced concrete to prevent groundwater pollution.

6. Environmental risk accident emergency measures

Some of the chemicals used in the production of liquid coatings are dangerous goods, but the production and storage volumes are relatively small and do not constitute a major source of danger. Located in the northern part of the Hailong base, a Class A workshop, a Class A warehouse, a Class C warehouse, a storage and irrigation area and an accident pool were set up. The storage tank area covers an area of 850m2, which is located on the north side of the workshop and on the east side of the accident pool. There are 10 storage tanks in the tank area, such as xylene and cyclohexanone. In order to ensure the effective control of hazardous chemicals, the storage tank area is managed by a closed person. In order to prevent leakage of raw materials in the tank area, the leakage of chemicals in the tank area into the surface water body causes pollution of the surface water environment. Shanghai Hilong Seneng New Material Co., Ltd. has set up anti-seepage drainage ditch around the storage tank area to the accident pool to properly treat the collected accident wastewater. The volume of the accident storage tank is designed and calculated based on the amount of wastewater that meets 2 hours of fire drainage and 20 minutes of rainwater in the material and installation area, which can meet the temporary storage needs of wastewater and the initial collection of rainwater in an accident state.

7. Environmental management and environmental monitoring measures

Environmental monitoring measures: There are plans for environmental monitoring every year, which mainly monitors waste water, exhaust gas, and noise regularly to ensure that it meets national emission standards to prevent environmental pollution.

8.Total control

Clean energy is used in the production process, no production wastewater is discharged, and the pollution factors discharged also conform to national emission standards, so there is no total control index.

9. Governance measures during construction

During the construction period, measures are taken at the entrance and exit of the construction site to ensure the cleanliness of the vehicle. The transportation vehicle must be desilted and washed before leaving the site. The drainage system of the construction site is regularly cleaned to ensure smooth drainage and prevent random discharge. Bare sites and centralized building materials shall be covered to prevent dust and other treatment measures.
